Abstract

This research is entitled "Management of Guidance of Cluster in Improving PAUD Teacher Competence (Qualilative Multi Case Study of Learning Quality in Melati, Asmaradana, and Binangkit ECD Clusters)" With the background of PAUD regulations, Guidance for PAUD Cluster, PAUD teacher competence. From the results of the previous survey, there were several problems faced in the management of cluster development, namely in terms of the qualifications and competencies of teachers or PAUD educators in West Java, especially the qualifications of PAUD teachers were inadequate. The qualifications at the province in West Java are mostly as high as 63.75%. The purpose of this study is to analyze planning, implementation of evaluations, supporting and inhibiting factors and efforts to overcome the inhibiting factors in fostering PAUD groups in increasing the competence of PAUD teachers. The theory used in this study is about Human Resource Management, Teacher Competence, and Learning Quality. The method used is descriptive qualitative with interviews, observation and documentation studies as data collection techniques. Data analysis techniques with data reduction, data presentation and conclusion. The results showed that a) Planning in the PAUD group development in improving the competence of PAUD teachers showed that the processes of the three institutions went well, b) The implementation of PAUD groups in increasing the competence of PAUD teachers showed that there were several institutions that had not run well, c) Evaluation fostering PAUD groups in increasing the competence of PAUD teachers shows that the assessment of the three institutions still has a number of things to be solved, d). Supporting factors and obstacles to the development of PAUD groups in improving the competence of PAUD teachers in the three institutions are adjusted to the capabilities of the cluster, e). Efforts to overcome the inhibiting factors of PAUD group development in improving the competence of PAUD teachers. The conclusions of this study are Based on the results of the research that has been carried out and the supporting theories regarding the Management of PAUD Cluster Development, the conclusion is generally that PAUD Cluster Management in improving teacher competency has been carried out optimally so as to increase teacher competence quality of learning Keywords: Cluster Development Management, PAUD, Teacher Competence
